Robert A. Leach, P.E., MBA PRINCIPAL DESIGN ENGINEER EDUCATION AFFILIATIONS & REGISTRATIONS University of Washington Professional Civil Engineer B.S. in Aeronautical and State of Washington No. 13772 Astronautical Engineering, 1971 American Water Works Association University of Washington M.B.A., 1989 RESPONSIBILITIES Mr. Leach is one of the owners and the Principal Engineer for NTI, and has substantial expertise in water utility engineering, site development engineering, general civil design work, project management, transportation engineering, and computer technology. EXPERIENCE Mr. Leach has served in both the public and private sectors in excess of 30 years and has been involved in land development, transportation and utility projects for both developers and government agencies. His varied experience has provided him with expertise in utility management and planning as well as public and private finance of projects. While with the City of Seattle Engineering Department, Mr. Leach was responsible for the preparation of plans and specifications for several traffic and street improvement projects including NE Pacific Street near the University of Washington, Olson Place SW near SW Roxbury Street near White Center, California Ave SW Decorative Stairway in West Seattle and the Downtown Ballard Beautification Project. While General Manager and Engineer at Public Utility District No. 1 of Jefferson County, Mr. Leach was responsible for the development of a computerized accounting/billing system. He led a regional Groundwater Characteristic Study, and participated in the development of a countywide, multi-agency Geographic Information System. Earlier, while self-employed as a Consulting Municipal Engineer, Mr. Leach directed major projects including a 1.3 million dollar Local Utility District water system and a 0.6 million-dollar marina improvement for the Port of Port Townsend. During several years at NTI, Mr. Leach has been responsible for major projects including a downtown beautification project and the LID #215 sanitary sewer retro-fit for the City of Port Angeles a roadway/utility system for an industrial park complex for the Port of Port Angeles, a sanitary sewer retro-fit for the community of Sunland, a resort/hotel development and site grading/utility systems for the Makah Marina at Neah Bay, the Dry Creek Elementary School complex, the Port Angeles Library, Valley Creek Estuary, several Assisted Living Facilities, many subdivisions and related utility systems.
